How do Florida's insurance rules affect replacing a roof in Sarasota?
In Florida, roof age often decides whether you can get insured at all. By state law, an insurer can't refuse to write or renew a policy just because of roof age if the roof is under 15 years old. Older roofs can stay insurable if an inspection shows at least five years of life left. That inspection typically costs $100–$400, plus $75–$200 for a certification. A wind mitigation inspection ($75–$175) can earn discounts that last for years. These are national inspection prices; we couldn't find published Sarasota-specific ones.
What a new roof costs per square foot is in our roofing pricing guide. This guide covers the rules around the job: when insurance forces it, what the 25% rule says now, and how to turn a new roof into a lower premium.

What moves the price
The roof's age and condition. A roof with five good years left can buy you time with a $100–$400 inspection. Without them, you replace on your insurer's timeline.
Code items that come with every reroof. Florida law requires a roof replacement on a site-built single-family home to include a secondary water barrier and stronger roof-deck attachment (§553.844). In the wind-borne debris region, homes insured for $300,000 or more must also get roof-to-wall connection upgrades. Those are capped at roughly 15% of the reroof cost. A good quote spells these out.
What you add on purpose. Each feature on Florida's wind mitigation form can earn a discount: roof covering, roof-deck attachment, roof-to-wall attachment, roof shape, secondary water resistance and opening protection. The cheap time is during a reroof, with the deck exposed.
Sarasota and Manatee notes
The roof-age law (§627.7011). For policies issued or renewed since July 1, 2022, an insurer can't refuse coverage solely because a roof is under 15 years old. For roofs 15 or older, the insurer must let you get an inspection at your expense. If it shows at least five years of useful life left, the insurer can't refuse solely on age. Age counts from the last full replacement. Since 2024, licensed roofing contractors can do it. The rule doesn't apply to mobile home policies.
Citizens has its own limits. Citizens Property Insurance requires proof of full replacement for shingle roofs over 25 years old and tile, metal, clay, concrete or slate roofs over 50. Some exceptions apply if documentation shows the roof still has useful life left. Citizens also requires a four-point inspection on homes over 20 years old.
The 25% rule changed. The old rule: repair more than 25% of a roof within 12 months and the whole roof must meet current code. Since 2022, §553.844(5) says that if your roof was built, repaired or replaced to the 2007 Florida Building Code or later, only the repaired section has to meet current code. That code took effect March 1, 2009. Local governments can't override it. Older roofs can still trigger the full-roof rule, so know your permit date.
Get the wind mitigation inspection. Florida law (§627.0629) requires insurers to offer discounts for wind-resistant features. A wind mitigation inspection on the state form is how you prove them. The form was revised for inspections from April 1, 2026, and FORTIFIED Roof certificates can now count toward some features.
Ask about the grant before you sign. My Safe Florida Home offers a free inspection and matching grants for roof-deck attachment, roof-to-wall connections and secondary water resistance. If the roof covering has to come off to do the work, its replacement can be part of the project cost. The home must have been permitted before January 1, 2008, and insured for $700,000 or less. Funding is prioritized by age and income.
Claims rules protect you. For policies issued on or after January 1, 2023, you can't sign your post-loss insurance benefits over to a contractor; any assignment is void (§627.7152). Roofers can't offer gifts, cash or deductible waivers for an inspection or a claim. They can't interpret your policy unless they're licensed public adjusters (§489.147). After a declared emergency, you can cancel a roof contract within 10 days or by the official start date, whichever comes first, if you signed it within 180 days of the event.
Keep the paperwork. Keep the reroof permit, final inspection and wind mitigation report together. They prove your roof's age and features at every renewal.
How to pick a pro
Hire a licensed roofing contractor who pulls the permit, and ask:
- Does this quote include the secondary water barrier and deck re-nailing the code requires?
- Will you document the work for a wind mitigation inspection?
- If my roof is over 15 years old, will you do the remaining-life inspection, and what does it cost?
- If insurance is involved, is there an itemized estimate before I sign?
Red flags
Be wary of anyone offering to "cover your deductible," asking you to sign over your claim, or giving advice about your policy without a public adjuster license. All three are off-limits under Florida law.
Common questions
Can my insurer drop me because my roof is old?
Not solely for age if the roof is under 15 years old. For older roofs, you can pay for an inspection. If it shows five or more years of useful life left, the insurer can't refuse solely on age.
What does Citizens require for an old roof?
Proof of full replacement for shingle roofs over 25 years and tile, metal or concrete roofs over 50, with some exceptions if documentation shows the roof still has useful life left.
Does the 25% rule still apply in Florida?
Only to older roofs. If your roof was built or replaced to the 2007 Florida Building Code or later (effective March 1, 2009), only the repaired part must meet current code.
How much does a wind mitigation inspection cost?
HomeGuide puts it at $75–$175, or $125–$325 bundled with a four-point. My Safe Florida Home offers free inspections to eligible homes.
Will a new roof lower my insurance?
Often. Florida requires insurers to offer credits for roof covering, deck attachment, roof-to-wall connections and secondary water resistance. The amount varies by insurer and needs a wind mitigation report.
